Only a few days ago I was sounded indirectly

from Li Tsang-sen and Li Chai-sum as to possibility

of funds from indemnity source to proceed with

completion of Canton-Hankow railway which at present

forms one of the main items on programme of Kwanghsi

party leaders. I explained fully that until the act

was passed (giving in detail reasons for delay) funds

could not be available for that purpose though it had

been specifically mentioned in connexion with proposed

investment fund. Position was I think understood but

it would be intrinsically good thing if we could now help them in this matter, Kwanghsi party may well be

the controlling party ere long and even if they are not

we want to be on good terms with Hongkong's nearest

neighbour.
